The Individuals with Disabilities Improvement Education ACT of 2004 (IDEIA) requires that every state and its localities make available a free appropriate public education for all children with disabilities aged 3 to 21.

In September 1973, Congress passed a law that prohibits discrimination on the basis of physical or mental handicap in every federally assisted program or activity in the country. That law is Section 504 of the Rehabilitation Act.

Section 504 states that: “No otherwise qualified handicapped individual in the United States...shall, solely by reason of his handicap, be excluded from the participation in, be denied the benefits of, or be subject to discrimination under any program or activity receiving federal financial assistance.”
